“European citizens in general look at the EU as a ‘black box’. It is not at all clear to them howthe European Union works. Therefore, they do not consider themselves as real European citizens. In general, information is asked for, if it fits their direct needs. And in certain circumstances when the recipients are very much involved they even would like to be part of the decision making process.
