Politica de comunicare a UE

Sustinut de Prof. Univ. Dr. Paul Dobrescu si de Lect. dr. Radu, acest curs oferă studentilor anului I la Masteratul de Managementul Proiectelor notiuni si teorii introductive cu privire la politica de comunicare a UE, si sa dezvolte abilitati necesare pentru a analiza studii de caz în acest domeniu.

 

Tematici de curs:

  • Introducere: comunicare, comunicare publica, consultare si participare publica;Politica de comunicare a UE: rationament, trecut, istorie, principalele responsabilitati la nivelul UE si structura institutionala;
  • Opinia publica europeana;
  • Planul de Actiune pentru Comunicare Publica al Comisiei Europene: ipoteze, principii, rezultate; Planul D pentru democratie, dialog si dezbatere: centrare pe responsabilitati institutionale;
  • Cartea verde privind Politica Europeana de Comunicare: sublinierea  rolului cetateanului;
  • Cartea alba privind Politica Europeana de Comunicare: reducerea decalajului;
  • Comunicând Europa în Parteneriat: construirea unei sfere publice europene.

Cultura, comunicare si integrare europeana

Prof. Univ. Dr. Grigore Georgiu si Lect. dr. Elena Negrea-Busuioc doresc ca, prin acest curs, studentii Masteratului de Managementul Proiectelor din anul I sa asimileze informatii cu privire la dimensiunea culturala a integrarii europene si sa dezvolte abilitati de recunoastere si descriere a modelelor culturale si de comunicare ale Uniunii Europene.

Campanii de comunicare pentru proiectele si programele finantate de UE

Cursul si seminarul, predate de Prof. Univ. Dr. Alina Bargaoanu si Lect. dr. Loredana Radu, au drept scop familiarizarea studentilor cu proiectarea unei campanii de constientizare pentru programele si proiectele finantate de UE. Cursul urmareste, de asemenea, sa invete studentii cum sa organizeze si sa conduca eficient o capanie de constientizare publica pentru programele si proiectele finantate de UE.

 

Tematici de curs:

  • Introducere: programe si proiecte finantate de Uniunea Europeana – implementarea fondurilor structurale in Romania;
  • Publicitatea programelor si proiectelor finantate de Uniunea Europeana in Romania;
  • Strategia de informare si publicitate elaborata de Autoritatea de Management pentru Cadrul Comunitar de Sprijin;
  • Cerinte de informare si publicitate pentru Programele Operationale Sectoriale si Programul Operational Regional: Planuri de Comunicare elaborate de catre Autoritatile de Management pentru implementarea fondurilor structurale;
  • Arhitectura unei strategii de sensibilizare a opiniei publice;
  • Impementarea si coordonarea unui campanii publice de sensibilizare/ constientizare: cum se încadreaza in „cadrul larg”;
  • Monitorizarea si evaluarea campaniilor publice de constientizare: cercetarea opiniei publice, cum sa se interpreteze adevaratul impact.

 


EU Communication Policy

Delivered by prof. Paul Dobrescu and Dr. Loredana Radu this course aims to provide students enrolled in the 1st semester of MSc programme in Project Management with introductory notions and theories referring to EU Communication Policy and the necessary tools and capabilities to analyse case studies referring to EU Communication Policy.

Course topics:

  • Introduction: communication, public communication, public consultation and participation;
  • EU Communication Policy: rationale, background and history, main responsibilities at EU level and institutional framework.
  • Public Opinion within EU framework;
  • EC Action Plan on Public Communication: assumptions, principles, outcomes; Plan D for democracy, dialogue and debate: focus on institutional responsibilities;
  • Green Paper on a European Communication Policy: underlining the citizen role;
  • White Paper on a European Communication Policy: closing the gap;
  • Communicating Europe in Partnership: building an European public sphere.

Culture, Communication and European Integration

Prof. Grigore Georgiu and  dr. Elena Negrea-Busuioc seek to provide students enrolled in the MSc programme in Project Management with information concerning the cultural dimension of European Integration and to equip them with the necessary abilities to recognize and describe the cultural models and communication patterns of the European Union.

Awareness and Publicity for EU programmes and projects

The course and seminar are held by prof. dr. Alina Bârgaoanu, and dr. Loredana Radu who aim to provide the students with a teaching material meant to make them familiar with the design of a public awareness campaign developed for EU-funded projects and programmes. The course also seeks to develop an academic material in order to teach the students how to develop and manage effectively a public awareness campaign for EU-funded projects and programmes.

Course topics:

  • Introduction: EU-funded programmes and projects – implementation of Structural Funds in Romania;
  • Awareness and publicity for EU-financed programmes and projects in Romania: institutional framework and responsibilities;
  • Information and Publicity Strategy elaborated by the Managing Authority for Community Support Framework;
  • Information and Publicity Requirements for the Operational Sectorial Programmes and for the Operational Regional Programme: Communication Plans elaborated by Management Authorities for the implementation of Structural Funds;
  • Architecture of a public awareness strategy;
  • Implementation and coordination of a public awareness campaign: how to relate it to the “big picture”;
  • Monitoring and evaluation of the public awareness campaigns: public opinion research, how to interpret actual impact.
